Become a Direct Service Worker..... 
3Rivers is a small grassroots consumer driven organization with a huge mission: helping individuals with disabilities to live independently since 1986.

Thru Kansas Home and Community Based Services, (HCBS), individuals employ and direct their services which are paid for though Medicaid funding. 3Rivers fiscal management department serves as a payroll agent for the HCBS Participant, paying worker wages, taxes unemployment etc. on behalf of the participant.   

How Does it Work? 
Complete the application by clicking on the link to the upper left and print the forms.  Once you have completed all the information and returned the signed documents, your name is put on a list of available workers.  3Rivers will help link you with HCBS Participants who are hiring Direct Service Workers.  If you were referred to us by a current 3Rivers' customer you can put that information on your application.  

Can anyone become a Direct Service Worker?
There are limitations set by the State of Kansas.  Workers must be at least 18 years of age and/OR possess at minimum a G.E.D. or high school diploma. Workers must also be able to pass a background check. [For a list of exclusions click here. ]

Who Sets My Hours and Wages?
The Participant your work for is your employer and sets your hours and wages based on a Plan of Care that directs the types and amounts of assistance they receive. Who pays my wages?  
For most individuals in 3Rivers' programs, Medicaid pays for these services. Other individuals pay for services themselves or may have private insurance that covers all or a portion of their worker's expenses.  
How Does this Program Work? 
The individual develops a plan of care outlining the services and hours that a worker can provide.  They contract with 3Rivers for fiscal management services.  3Rivers processes payroll documents for their workers and pays workers on the individual's behalf.  Then the individual or their insurance provider reimburses 3Rivers for this expense.  
Why Do I have to follow the plan of care?  
 It is critical that you follow the Plan of Care provided for your employer.  Hours worked beyond the plan of care or outside the scope of the Plan of Care can not be paid. The individual or their insurance provider develop a budget based on the plan of care.

  • Cleaning
  • Meal preparation
  • Shopping
  • Transportation
  • Pet care
  • Other services as needed
3Rivers Fiscal Agent Services Provided on behalf
​of the Consumer/Employer include:
  • Bi-weekly payroll (Every other Friday)
  • 2023 pay date schedule  
  • Direct deposit of wages
  • Withholding of all applicable taxes
  • Workers compensation and unemployment insurance

​Notes from Payroll Services

Most in home care programs are paid thru Federal programs with State and Federal Rules that you must comply with: 
  • Background checks are required. (3Rivers charges $20 to cover a portion of these fees)
  • Workers must be 18 years of age or older
  • Guardians are allowed to be paid caregivers under some circumstances.   Participants and Guardians should consult their MCO Care Coordinator
  • “Designated Representative” can be assigned. HCBS Participants may designate a representative to direct their care on their behalf.  This individual may not serve as the paid caregiver and must act in the best interest of the HCBS Participant in directing the DSW.
